Rules & Regulations
The following rules and
regulations have been adopted by the Board of Directors of the Island Dunes
Country Club for use of the facilities of the Club by members determined to be
in good standing by the respective condominium association or other designated
governing body.
A.
DEFINITIONS
1.
Island Dunes
Complex
The Island Dunes complex is
defined as the five (5) condominium buildings – Oceanside I, Oceanside II, The
Admiral, Regency I and Regency II, the single family home located near
Oceanside I and Las Tortugas HOA.
2.
Family &
Dependent Children
The spouse and dependent children
of a member. The dependent children are
defined as the children under the age of 19 or who are fully dependent and still
attending school.
3.
Immediate
Family
The immediate family is defined as
the spouse, dependent children, parents, grandparents, non-dependent children
and grandchildren of the Owner-Member.
4.
Owner-Member
a.
An Owner-Member is a titled unit owner in good standing
as determined by the condominium association or other designated governing body
in the Island Dunes complex, the spouse of an Owner-Member and the dependent
children.
b.
Owner-Members are entitled to use of all the facilities
of the Island Dunes Country Club.
c.
Greens fees are not charged to members, but prevailing
cart fees will be charged.
d.
Members are entitled to walk the golf course under the
conditions described in Section C-14.
e.
Yearly assessment of Owner-Members is determined
annually by the Board of Directors through the budget process.
5.
Non-Owner
Membership
a.
Summer Golf Members
1.
The period of time for this membership is determined
annually by the Board of Directors of the Club.
It is usually from May 1st. until October 31.
2.
Greens fees are not charged to these members, but
prevailing cart fees and walking fees will be charged.
3.
Membership dues are determined annually by the Board of
Directors.
b.
Tennis Members
1.
A non-owner (individual or family) of a unit in the
Island Dunes complex who has purchased a membership entitling eligible persons
to the use of tennis courts.
2.
Membership fees are determined annually by the Board of
Directors.
c.
Seasonal Golf
Members
1.
A non-owner (individual or family) of a unit in the
Island Dunes complex who has purchased a membership for six months, from
November 1st until April 30th.
2.
Greens fees are not charged to these members, but
prevailing cart fees and walking fees will be charged.
3.
Membership dues are determined annually by the Board of
Directors.
4.
This class of membership is limited. The number is
determined by the Board of Directors.
d.
Renters
1.
A non-owner (individual or family) of a unit in the
Island Dunes complex who is leasing a unit in the Island Dunes complex.
2.
Renters wishing to use the facilities of the Country
Club might elect to purchase a Summer Membership, a Tennis Membership, Seasonal
Membership or a Monthly Membership at a fee determined annually by the Board of
Directors.
3.
In the event no membership is purchased and the renter
wishes to play golf, renters are considered guests of the Owner-Member and are
entitled to do so. Guests and renters
will pay greens fees and cart fees.
4.
Under these conditions, the owner relinquishes no
rights to use of the Country Club facilities.
e.
Guests and
House Guests
1.
A guest is considered to be any person who is not a
titled unit owner in the Island Dunes community in good standing, the spouse,
the immediate family, or other classes of membership. A member must sponsor all guests.
2.
Guests, when playing golf, will be charged prevailing
green fees and cart fees.
3.
The sponsor must register guests at the Pro Shop before
beginning play.
4.
No guest, other than houseguests, shall have the
privileges of the golf course more than four times in a thirty (30) day period.
5.
No more than three guests will be permitted each
sponsor member, at any one time, without permission of the Pro Shop.
6.
A houseguest is defined as someone living in or
visiting in an owner’s unit while the owner is still in residence.
B.
CLUB
OPERATIONS
1. The
golf course and Pro Shop are open seven days a week, except for holidays and
scheduled maintenance closings.
2. The
usual hours of Club operation are from 8:00
a.m. until 5:00 p.m. The Tennis courts are open until 5:00pm.
3. The
Club Office is open Monday through Friday from 9:00 a.m. until 5:00
p.m. during the season. The Club and the club office may be
closed on Mondays during May June, July, August and September.
4. The
Board of Directors will approve or disapprove this closing annually.
C.
GOLF
1.
Member
Designation
a.
In the event a unit is owned by two or more families,
or is owned by a corporation or other entity, the owner(s) may designate two (2)
members per unit, this may take place only once per calendar year and must be
given in writing to the Club. The two (2) designated members must qualify for
one of the following combinations:
1. any
two titled unit owners
2. one
titled unit owner and either their spouse or one member of his/her immediate
family
3. if
a corporation, officers shall designate, in writing, one (1) family which is a
title or equity holder to be the owner member from the unit
4. one
titled unit owner and one person living in the same titled unit, with the
exception of renters
b.
All other owners or equity holders of that unit shall
be regarded as guests for the purpose of use of the golf course. The designation may take place only once per
calendar year.
2.
Starting Times
a.
Starting times are required and must be made through
the Pro Shop. Members shall make
starting times in person or by telephone through the Pro Shop only. Owner-Members can make reservations seven (7)
days in advance of their requested playing time. All other classes of membership can make
reservations three (3) days in advance of their requested playing time. (NOTE:
when an on-line Tee-time and golf information system is implemented, that can
be added to the current systems for establishing t-times.)
b.
After having reserved a starting time, a Member wishing
to cancel his time must inform the Pro Shop within twenty-four (24) hours of
cancellation of the said starting time.
Any Member who fails to comply with the cancellation policy will forfeit
his right to reserve starting times in the future under the sole discretion of
the Golf Pro. The Golf Pro, at his/her
option, may also charge the Member who fails to cancel the maximum greens fees
and/or cart fees.
c.
The Golf Professional shall be in sole charge of the
starting times and no alterations to the starting list shall be made without
reference to him/her.
3.
Greens Fees
Greens fees will be charged to
all guests of an Owner-Member, non-Owner-Member and renters (who have not
joined a membership classification).
4.
Play
a.
Playing Rules.
All play on the golf course will be subject to the supervision of the
Golf Professional. USGA rules will apply
to all play and etiquette. Any
modifications (local rules, etc.) will be posted.
b.
Arrangements.
All play will be arranged through the Pro Shop and must commence at the
first tee, with no interruption, unless otherwise authorized by the Pro Shop.
c.
Age.
Golfers under the age of 16 may play the course, but must receive prior
approval from the Pro Shop. Approval
will require demonstration of the ability to play golf and an understanding of
golf rules and etiquette.
d.
Equipment.
Each golfer must have and use a separate set of clubs and a golf bag.
e.
Tee. Tee
off between and within two (2) club lengths in back of the appropriate tee
markers.
f.
Damage.
Each player is responsible for any personal property or golf cart damage
caused by him/her.
g.
Bag Tags.
All players must have their membership tag prominently displayed and
attached to their golf bag.
h.
Payment.
Payment for Pro Shop merchandise can be made by Club card, credit card,
cash or check. Cash or checks are preferred for payment so the club can avoid
credit card fees.
i.
Check Cashing.
The Pro Shop is not allowed to cash personal checks.
j.
Handicap.
All Members playing in a Club tournament must have a handicap approved
by the Club Professional.
k.
Range Balls.
No range balls are allowed in play on the golf course.
l.
Food and Beverages. We reserve the right to inspect coolers and
golf bags for alcoholic beverages. Violations can result in immediate removal
from the course and no refunds will be issued.
5.
Attire
a.
Players must wear proper golfing attire.
b.
Shirts and shoes must be worn at all times.
c.
Denim, beachwear, tennis attire and similar clothing
are not permitted on the golf course.
Men:
Suitable golf shirts (with collar) golf shirts with mock turtleneck styling,
with golf slacks or shorts (not more than 4” above the knee). No jump suits, tank tops or “cut-offs” are
permitted. Golf shoes with soft spikes
or rubber soles must be worn. No metal
spikes are allowed.
Women:
Slacks, skirts, skorts or shorts (must cover over half of the thigh), suitable
shirts, or dresses must be worn.
Sleeveless shirts must have a collar.
No halters or strapless tops are permitted. Golf shoes with soft spikes or rubber soles
must be worn. No metal spikes are
allowed.
6.
Foursomes
During the season of heavy play,
every attempt should be made to play foursomes.
Single matches (two people) must pair up with two other players. The Pro Shop has the responsibility or
authority to arrange four-ball play and will assist with introductions.
7.
Litter
Empty bottles, cans and other
litter are to be placed in receptacles provided.
8.
Practice
Putting Green
a.
The practice putting green is provided for the purpose
of practice putting, chip shots, approach shots and sand trap shots are
permitted only when conditions on the green are appropriate and will not damage
the green. When in doubt, consult the Pro Shop.
b.
Practice anywhere else on the golf course can be done
only with the prior permission from the Pro Shop.
c.
Range balls are not to be removed from the Practice
Putting Area.
9.
Playing
Repairs
a.
All divot holes must be filled with the soil/sand
mixture from the divot repair pails located on the golf cart.
b.
Ball marks on the greens must be repaired. The Pro Shop provides a complimentary tool to
all players.
c.
Bunkers must be raked and the rakes are to be left in
the bunkers.
10.
18 Hole Play
a.
Players who are playing 18 holes should alternate with
starting players when teeing off on the Number 1 tee (Number 10 for the 18-hole
player), unless otherwise directed by the Pro Shop.
b.
Players electing to eat lunch after 9 holes of play may
not resume play until new starting arrangements are made with the Pro Shop,
unless otherwise directed by the Pro Shop.
11.
Pace of Play
a.
If a match fails to keep its place on the course and is
unable to play quickly enough, the group following must be allowed to play
through, if requested.
b.
A foursome playing with golf carts are expected to play
at the following pace; ten (10) minutes for par 3’s, fourteen (14) minutes for
holes #2 and #6 and fifteen (15) minutes for holes #7 and #9. This totals just
under 2 hours.
12.
Starter/Ranger
a.
When a starter/ranger is operating during periods of
heavy play, all players must follow his/her instructions.
b.
Players should arrange to arrive at the starting tee,
ten (10) minutes before their scheduled tee time. If the players are late the starter has the
right to send the next group to the tee and the “late” players must return to
the Pro Shop for a new starting time.
13. Golf Carts
a.
No privately owned riding carts are allowed on the golf
course.
b.
Golf cart drivers must be at least 16 years of age and
have a valid automobile-driving license.
c.
The assignment of golf carts is the responsibility of
the Pro Shop and such carts are not allowed off the country club property.
d.
Use of golf carts is restricted to golf course play.
e.
The Greens Superintendent has the authority to bar the
use of carts on the golf course because of possible damage to the turf.
f.
Golf carts must remain on the cart path, whenever
possible.
g.
All carts must follow instructions posted on the course
for.
h.
No more than two people shall occupy one golf cart.
i.
Handicap flags are available from the cart attendants.
j.
Golf carts can be rented for play until 5:00 p.m.
k.
No children under five (5) years of age may ride in a
golf cart.
l.
Children between the ages of five (5) and under sixteen
(16) who are paying players may ride in a golf cart when accompanied by an
adult.
m.
Golf carts must be kept at least thirty (30) feet from
the green.
Special Cart Accommodations for Physically Challenged Golfers
Island Dunes Country Club
recognized that our golf cart policy may cause a burden for some physically
challenged golfers. It is the desire of the IDCC to make reasonable
accommodations in the use of motorized golf carts for physically challenged
individuals provided they have proper qualifications. The qualifications
include Handicap Tag & paperwork, Doctor’s script, etc. For further
information please contact the Pro Shop.
Those individuals will be allowed
to drive inside the normal cart boundaries established for other golfers;
however, certain weather and ground conditions may necessitate additional
restrictions on ALL golf cart usage.
Please communicate your needs to
the golf course staff in advance of and during your day with us so we can
ensure that your needs are met.
14. Walking
a.
All walking players must arrange a starting time
through the Pro Shop, beginning at 8:00
a.m. of the day they want to play.
b.
All walking players must call first, and then sign in
at the Pro Shop before beginning play.
c.
Walkers must begin on Hole #1, or #7 only if requested.
d.
Annual walking players must display a “walker”
identification logo prominently on their bags.
e.
Playing the golf course while walking is allowed only
after 3:00 p.m. During the off season players who desire to walk may begin as
early at 1:00 p.m. with the Pro Shop’s permission.
f.
Golfing members, spouses and dependent children are
allowed to use pull carts or carry golf bags while walking.
g.
A non-dependent member of the immediate family (see A-3
Immediate Family), accompanied by an Owner-Member may also walk. The payment of
guest green fees is required.
h.
Walking players must allow faster moving players, or
carts to play through.
i.
No pull carts are allowed on the tees or within fifteen
(15) feet of any green.
j.
Walking players will pay an annual or daily fee
determined each year by the Board of Directors.
k.
Recreational walking and jogging is not permitted at
any time.
l.
Walkers are permitted on Sundays starting at 11:00 a.m.
if there is a Tournament in the afternoon.
m.
All walkers who do not pay the appropriate fees will be
in violation and may be subject to action under #17 of these rules and
regulations.
15. Rain Check Policy
a.
Nine Holes
1. If
players complete play on four (4) holes, no rain check will be issued.
2. If
players complete play on less than four (4) holes, a rain check will be issued.
b.
Eighteen Holes
1. If
players complete play on fewer than four (4) holes, a rain check will be
issued.
2. If
players complete play on four (4) to twelve (12) holes, a nine (9) hole rain
check will be issued.
3. If
players complete play on thirteen (13) holes, no rain check will be issued.
c.
Expiration
All rain checks expire in ninety
(90) days.
d.
Walkers
No rain checks will be issued for
walkers.
16. Responsibility
The Country Club assumes no
responsibility for damage done to golf bags, golf clubs or golf pull carts
stored in the Golf Cart storage building.
Any damage to golf bags, golf clubs or golf pull carts shall be the
responsibility of the owner.
17. Violations
a.
Violations of these Golf Rules may be punished, at the
discretion of the Golf Professional, in the following manner:
1. First
violation – the player must immediately leave the course. The player will also receive a letter, under
the signature of the Golf Pro, outlining the violation and future penalties if
repeated.
2. Second
violation – suspension of golf privileges for one week.
3. Third
violation – suspension of playing privileges for one month.
D.
TENNIS
1.
Availability
Courts are available for all
classes of membership pursuant to the tennis club guidelines, including renters
of units in the Island Dunes complex. Hard
courts are available to Owner-members and their guests at no cost. Soft courts
are available to all members who have paid the requisite soft court membership
fees or guest fees. Team practices, clinics and round-robins are scheduled at
set days and times each season by the Tennis Pro and are shown as blocked-out
court time in the reservations book. Additionally, the Tennis Pro may use
courts for individual lessons or practice.
2.
Reservations
a.
Reservations for play must be made at the Tennis Building
where a reservations book is available.
Reservations can also be made by calling 229-8461 and leaving a message
requesting time. Alternatively, reservations may also be made on-line at
Owner-Members can make
reservations Three (3) days in advance of their requested playing time. All other classes of membership can make
reservations Two days in advance of their requested playing time. Calls for all reservations must be made after
7:00 p.m. and will be booked on a first-come first-served basis until all courts
are reserved. All players must register at the Tennis Building before playing.
b.
Players can reserve playing time in two (2) hour
blocks.
c.
Players must cancel their court reservation if they are
not able to show up. Cancellations can
be made by calling 229-8461.
d.
Players failing to arrive within ten (10) minutes of
their reservation time will lose their reservation and the court can be made
available to other players.
3.
Attire
a.
Players must wear proper tennis attire.
b.
Shirts and shoes must be worn at all times.
c.
Denim, beachwear, cut-offs and similar clothing are not
permitted on the tennis courts.
Men: Suitable tennis shirts, slacks, warm-ups or tennis
shorts. No jump suits, tank tops or
“cut-offs” are permitted. “Tennis” shoes
with smooth, resilient soles must be worn.
Women: Suitable tennis shirts, dresses, shorts,
warm-ups or slacks. “Tennis” shoes with smooth, resilient soles must be worn.
4.
Conduct
Proper tennis etiquette and
conduct must be observed at all times.
5.
Cleaning
All participants are to assist in
keeping courts clean and in good condition. Hand tools are available for court
grooming and line cleaning if a member wishes to do so.
6.
Play Limit
Play is limited to two (2) hours,
if other players are waiting.
7.
Guests
Guests will be charged a guest
fee. All fees are to be determined annually
by the Board of Directors and will be posted in the Tennis Building.
E.
COUNTRY CLUB
PARKING LOT
1.
Use
a.
Parking spaces and facilities are to be used
exclusively for parking automobiles of members, guests and restaurant patrons.
b.
No trailers of any description, tractors, boat
trailers, mobile homes, campers, or trucks that exceed three-quarter (3/4) ton
bed capacity or other commercial motor vehicles shall be parked in any space except
when loading and unloading unless approved by management.
c.
No vehicle shall be parked in a manner, which
unreasonably interferes with or impedes ready access to any other vehicle, and
shall not, for any reason, be parked for more than twenty-four (24) consecutive
hours unless approved by management.
d.
Non-operative, unlicensed vehicles and violators of
these parking rules may be towed away, at the owner’s expense, at the
discretion of the Country Club.
e.
No repair work on motor vehicles shall be carried out
in the parking spaces, apron driveways or other areas, except emergency repair.
f.
No skating or bicycle riding is permitted in the
parking areas, except for entering and leaving.
2.
Responsibility
The Country Club assumes no
responsibility for damage done to vehicles parked in designated areas.
3.
Golf Carts
Golf carts are permitted in the
parking area only for the purpose of loading and unloading golf clubs from
vehicles.
4.
Handicapped
Parking
Marked areas are provided for
handicapped parking.
F.
PETS
For the health, safety,
convenience and comfort of the members and their guests, no pets, except
Service Animals, are allowed on or about the Club property and facilities.
G.
AMENDMENTS/ADDITIONS/DELETIONS
A motion of a Board Director and a
subsequent majority vote of the Board of Directors can make
Amendments/Additions or Deletions to these Rules and Regulations.
H.
RIVER BEACH AREA RESTRICTIONS
1. Any
owner of a boat, or watercraft of any description being stored on the Country
Club property along the river beach must request permission from the Country
Club office and be registered with the Club. Proof of ownership and current
registration must be provided. Boats and watercraft must be small enough to be
moved by hand. No other vehicles, trailers, etc. are allowed in this area.
2. The
Country Club assumes no responsibility for damage done to any boat, trailer,
watercraft or vehicle of any description stored or beached in the river beach
area. Any damage to property, by use of
any boat, trailer, watercraft or vehicle of any description, including hired
and leased vehicles, shall be the responsibility of the owner or lessee
involved.
I.
REGULATIONS
AND RULES INFRACTIONS
1. Infractions
and violations of these Rules and Regulations, except those noted previously
being enforced by the Club Professional, shall be reported, in writing, to the
Board of Directors.
2. The
Board shall take such action, including suspension of membership privileges, as
it sees fit to take.
3. Any
member or guest shall have the opportunity to appear before the Board of
Directors to explain the alleged violation or appeal any punishment levied by
the Board.
